Opinion | Let the people vote on Hong Kong future

The ‘Mutual Destruction’ Camp aims at achieving more than 35 seats in the 2020 Hong Kong Legislative Council Election. Over and over again, they have emphasized that once they score such a handsome majority in this coming election, they will definitely continue to fight at whatever costs including but not limited to reject the government budget, turn down all legislation, opposing any proposal to defund the police, disbanding the police force, and so on.

According to Article 73 of the Basic Law, the Legislative Council exercises the following powers and functions:

(1) To enact, amend or repeal laws in accordance with the provisions of the Basic Law and legal procedures;

(2) To examine and approve budgets introduced by the Government;

(3) To approve taxation and public expenditure;

(4) To receive and debate the policy addresses of the Chief Executive;

(5) To raise questions on the work of the Government;

(6) To debate any issue concerning public interests;

(7) To endorse the appointment and removal of the judges of the Court of Final Appeal and the Chief Judge of the High Court;

(8) To receive and handle complaints from Hong Kong residents;

(9) If a motion initiated jointly by one-fourth of all the Members of the Legislative Council charges the Chief Executive with serious breach of law or dereliction of duty and if he or she refuses to resign, the Council may, after passing a motion for investigation, give a mandate to the Chief Justice of the Court of Final Appeal to form and chair an independent investigation committee. The committee shall be responsible for carrying out the investigation and reporting its findings to the Council. If the committee considers the evidence sufficient to substantiate such charges, the Council may pass a motion of impeachment by a two-thirds majority of all its Members and report it to the Central People's Government for decision; and

(10) To summon, as required when exercising the above-mentioned powers and functions, persons concerned to testify or give evidence.

In reality, never have the Legislative Council Members from the Mutual Destruction Camp discharged their duties sensibly or reasonably as required by Article 73 of the Basic Law . In recent years, the practice of legislative violence has been becoming more and more serious. Normal operation of the Legislative Council has been deeply affected by all kinds of Legislative violence. Besides, filibuster has been frequently adopted as a parliamentary tactic to delay or prevent the passage of various legislations by the Mutual Destruction Camp. Obviously, they merely intend to destroy the Hong Kong economy and society so as to threat the Chinese Central Authority and Hong Kong to promise whatsoever appeals they ask for. Their goal is to attain Hong Kong Independence through a ‘Colour Revolution’. Ukraine is a typical example where a ‘Colour Revolution’ took place successfully, which after all changed the country from European Granary into European Womb. Would Hong Kong people really wish the Pearl of Oriental to follow the suit of Ukraine by damaging the whole Hong Kong society and economy within several years?

The real reason for the Mutual Destruction Camp's to fight for disbanding the police force is to remove its main obstacles to seize the governance power of Hong Kong. Since June 2019, the police force has been the only one which has been protecting all Hong Kong people during the whole period of Black Violence Movement. In the absence of the police force, no one can protect the lives and properties of all Hong Kong citizens any more. Actually, Hong Kong may not be a safe city anymore if the governance power falls within the hands of the Mutual Destruction Camp. As a result of their declining all government budgets, no service at all can be provided to the public anymore. All civil servants cannot receive their salaries as normal, no matter what their positions are. Even magistrates and judges cannot receive their monetary reward from the government like before. CSSA recipients can no longer receive their public assistance as usual. It can be expected that under such circumstances, soaring unemployment rate, economic recession, stock market crash and social instability will occur.

To exercise the right to vote reasonably and sensibility, all voters must consider carefully what kind of future they are really looking forward to have. So long as they wish to live and work peacefully in future, they must vote for the Establishment Camps who aim at build up a harmonious society for all Hong Kong people. Hong Kong's future is entirely at the hands of all its voters. To avoid Hong Kong's being destructed completely by the Mutual Destruction Camp, all voters must exercise their right to vote wisely. Otherwise, if more than 35 seats can be obtained by the Mutual Destruction Camp successfully after all, all Hong Kong people and their next generations will suffer a lot in the future as a result of collapse of the whole Hong Kong economy.
